2021-2022 Definition of Charter School Basic Tuition
and Supplemental Basic Tuition
Pursuant to paragraph (a) of subdivision 1 of section 2856 of the Education Law, as amended by Chapter 56 of the Laws of 2020, total 2021-22 Charter School Basic Tuition to be paid to charter schools is the lesser of:
(A) the 2020-21 Charter School Basic Tuition times a multiyear Approved Operating Expense (AOE) Growth Factor derived from the average of three year-to-year quotients in the school district’s AOE (starting from aid years 2016-17 to 2017-18 and ending with aid years 2018-19 to 2019-20).
Example of Quotient determination:
The average of the following three values:
1. Quotient of 2017-18 AOE / 2016-17 AOE is 106.66
2. Quotient of 2018-19 AOE / 2017-18 AOE is 102.05
3. Quotient of 2019-20 AOE / 2018-19 AOE is 105.90a) 2020-21 AOE Growth Factor equals (106.66+102.05+105.90)/3 = 104.87
b) 2020-21 Charter School Basic Tuition = 15,861a * b = 16,633

(B) 2019-20 TGFE / 2019-20 Public Enrollment = 24,041.
The 2021-22 Supplemental Basic Tuition reimbursement to school districts, payable in 2022-23, is the sum of the 2016-17 Supplemental Basic tuition plus $500.
