Distraction Free Schools Reporting on the ST-3
School districts will be receiving payments this school year for the newly passed “Distraction Free Schools” policy. Please report these revenues in Other State Aid (A3289) on Line 108 of Schedule A3 of the ST-3 while including a description in the respective Specify Box. Please also record any expenditures using these funds with the expenditure codes consistent with their use – there is no need to directly specify what these funds were spent on within the ST-3 with a new expenditure code or Specify Box.

Judgments and Claims (A1930.4) are now excluded from the Non-Resident Tuition (NRT) Rate Calculations
Starting this current 2024-2025 claim year, the amount reported on districts’ ST-3s for Judgment and Claims (A1930.4 on Schedule A4a) will no longer be included in the Net Allowable Expenditures used for the calculation of NRT rates (affecting the NRT and NRT-EST output reports). As per Commissioner Regulations 174.2, which establishes the computation of tuition charges for nonresident pupils, any appropriations which do not benefit such student(s) shall reduce the total general fund appropriations used to calculate the NRT rates. We have determined that judgments and claims against the district do not benefit such student(s) and will no longer be included in the NRT rates going forward.
