Summary of Reporting for ARRA Expense and Revenue

School districts that receive ARRA funds will be required to separately identify those funds for each federal program or award, similar to current accounting requirements for federal funds received. Additional reporting metrics required by federal or State agencies may have to be recorded outside of existing school district financial accounting systems and may include the number of jobs created or preserved, tax increases averted and award or program information from sub-recipients engaged to help carry out programs involving ARRA funds. School districts will be responsible for collecting required information from sub-recipients and should consider sub-recipient reporting requirements as part of the district’s contractual arrangement with the sub-recipient. Details regarding additional reporting metrics will be communicated to districts when they become available.

ST-3 General Fund Reporting

  1. Report the Federal Fiscal Stabilization Grant for the Deficit Reduction Assessment Restoration (DRAR) in A4285 on the General Fund Revenue Schedule (new code, projected column only). The amount reported in this account code in the General Fund should equal the amount on the State Aid website https://stateaid.nysed.gov/budget/html_docs/dra_restoration.htm. Make sure to exclude this amount from the A3101 Basic Formula Aid - General Aid because the amount will be paid separate from 2009-10 General Aid Payments. Note: This amount will be deducted from the Federal Aid deduct (i.e., not deducted from TGFE) at item #26 of the AOE Estimate output report)
  2. If your district plans to issue Build America Bonds in 2009-10, report the estimated 2009-10 ARRA Interest Subsidy in A4289 on the new line labeled "ARRA Interest Subsidy for Build America Bonds." Please note that the subsidy will be deducted from the interest payments reported on the SA132 report of borrowing for purposes of calculating the statewide average interest rate. Revised forms will require districts to identify borrowings as Build America Bonds.

ST-3 Special Aid Fund Reporting

  1. Report the following 2009-10 ARRA Federal Fiscal Stabilization Fund aids in F4285 and list them separately: Teacher Centers & Mentor Intern (Note: Since there is no projected column for the Special Aid fund in the ST-3, this will not be reported on the ST-3 until September 2010; however, your 2009-10 accounting should reflect this advance reporting guidance.)
  2. Report estimated 2009-10 federal ARRA funds other than Federal Fiscal Stabilization Funds in F4289, on the new line labeled "ARRA, Other than Federal Fiscal Stabilization Funds." This amount should include Title I ARRA, IDEA ARRA and Part D Title II ARRA. (Note: Since there is no projected column for the Special Aid fund in the ST-3, this will not be reported on the ST-3 until September 2010; however, your 2009-10 accounting should reflect this advance reporting guidance.)
  3. Continue to list other non-ARRA federal aids in F4289 on the line labeled, "Other Federal Aid; Specify."
  4. Continue to account for Non-ARRA Title I in the Special Aid fund under code F4126
  5. Continue to account for Non-ARRA IDEA in the Special Aid Fund under code F4256
